DESCRIPTION:On October 23rd\, members of Save Our Susquehanna will be delivering our petition\, “Prevent Encina from Building a Plastic Waste Processing Plant in Point Township” to Governor Shapiro. Our community group along with supportive community officials successfully pushed out the threat of the Encina Plastic Waste pyrolysis facility (so-called Chemical ‘Recycling’) in April 2024. However\, we believe it is critical that Governor Shapiro hear the concerns of PA residents about the threat of additional plants and companies like Encina being enticed by industry recruiters such as Focus Central PA. This petition of over 3\,000 concerned residents and supporters clearly demonstrates that Pennsylvanians want transparent communication with the public\, safe\, clean jobs\, and REAL climate action from Governor Shapiro and our lawmakers.

DESCRIPTION:@ 			\n			\n							 \n\n\nPlease join ORVI researchers and Save Our Susquehanna member Sandy Field for the release of ORVI’s latest report\, “Chemical Recycling: A False Promise for the Ohio River Valley\,” on Wednesday\, July 17 at 12 PM ET. \nChemical recycling projects are unlikely to generate local economic benefits or curtail global plastic pollution\, our new research finds. The report explores the unproven mechanics of energy-demanding\, waste-intensive chemical recycling and the market hurdles likely to inhibit development in central Appalachia. \n“The economics of chemical recycling appear insurmountable without billions of dollars of investment\, as the technology for chemical recycling processes is unproven\, yields are low\, infrastructure is immature\, and the market for its product is still undeveloped\,” co-author Kathy Hipple explains. \nDespite decades of research and significant private and public investment\, the chemical recycling process remains financially and technically risky. Just ten pilot- and demonstration-stage chemical recycling facilities operate in the US\, and none have achieved commercial success or produced at scale. Meanwhile\, a global supply glut of low-cost “virgin” plastic\, which could last for more than a decade\, constricts the market for more expensive recycled plastics\, hampering investment in new projects. \nOn the ground\, communities like Sandy’s have rallied against the toxic air and water pollution imposed by chemical recycling projects\, which can emit more than 4\,200 chemicals considered “highly hazardous” to human health and the environment. Co-locating new projects with existing petrochemical facilities poses acute harms to environmental justice communities. Still\, petrochemical manufacturers are lobbying state and federal agencies to reclassify and deregulate pyrolysis and gasification processes.

These wells\, operated by K&H Partners\, are used to dispose of toxic waste from oil and gas production deep underground. The Ohio Department of Natural Resources (ODNR) Division of Oil and Gas Resources Management suspended the operation of these wells in June 2023\, citing imminent danger to drinking water due to the migration of waste fluids[1][2].\nDespite the suspension\, the Ohio Oil and Gas Commission allowed K&H Partners to temporarily resume operations while the company appealed the suspension. This decision has been controversial\, with Groff and other activists arguing that it prioritizes industry profits over public health and environmental safety[1].  \nThe commission’s decision to allow operations to continue during the appeal process has been criticized for potentially endangering local water sources[1][3]. \n\nGroff has been a vocal critic of the injection wells since their initial proposal\, warning that they would lead to the migration of toxic fluids and contamination of drinking water. SUMMARY:Clearing the Air: How to Hold Petrochemical and Other Major Air Pollution Sources Accountable Through Title V Permits
DESCRIPTION:@ 			\n			\n							 \n\n\nThe major polluting petrochemical facilities are required to obtain Title V permits under the federal Clean Air Act. These permits are crucial to detecting violations and enforcing air pollution limits at these facilities and other major air pollution sources.  \n​Title V permits present an important opportunity for grassroots leaders to organize to hold polluting facilities accountable to federal clean air standards and for communities to demand to know what is in the air they breathe.  \n​To help grassroots leaders organize around Title V permits\, in this webinar we’ll explain the permitting process and potential strategies you can use to strengthen the protections\, or receive them in the first place. You’ll learn the basic elements to look for in Title V permit applications\, how to get your EPA regional office involved in challenging inadequate permits\, and when and how to engage in the process. We’ll also discuss how to check whether facilities that should have title V permits in fact have them. \n​During the presentations\, we’ll be drawing on examples of successful campaigns around Title V permits for steel facilities and how they apply to challenging petrochemical facilities. \n​Federal law requires agencies issuing Title V permits to have a public comment period\, but the technical nature of the permits and the lack of transparency around the process can be a barrier to public participation. This lack of public engagement allows agencies to approve error-ridden permits with inadequate requirements that make it impossible to enforce emission limits.
